Report on Water Regulation, 2014 Sensitization


Sensitization on Water Regulation of Bhutan 2014 was conducted on 4th June 2015 at DYT hall. The participants’ presences to this said program were Gups/Magmi or GAOs from the Gewogs and Sector heads of Dzongkhag Administration, Samdrup Jongkhar. The program is designed to advocate the participants on elements and components contents in the Water Regulation of Bhutan 2014. Beside, the program focused on how to effectively carry out roles and responsibilities of designated competent authorities and other relevant organization pertaining Water Regulation 2014.

Far and wide, participants were made aware of abstraction process of Rural Drinking Water and Irrigation Water through power point presentation. They were also explained regarding formation of Water Users’ Association (WUA) and its functions.

While presenting on Water User Rights, the participants raised their concerns on section 40, “Any customary practices of water use will be discouraged if the practice is per se unfair and inequitable resulting in the arbitrary denial of water use to an individual or community”. The participants said that suppose only water source available to meet the benefit of the particular community has their user right not to avail their source to the next community. They made justification that if they avail the only water source to the next community, definitely their own community will face shortage of drinking water as well as irrigation water supply.  On the other, subjects on Permit Requirements, Permit Issuing Authorities, Groundwater Abstraction and Measurement of Buffer Zones were also explained to the participants.

Nevertheless, the listed Competent Authorities (CA) and its functions were explained and the importance of role by Gewog Tsgogde (GT) and Dzongkhag Water Management Committee (DWMC) pertains to water abstraction process and water management was specifically highlighted. Overall, the program covered all the contents in the Water Regulation of Bhutan 2014 and finally the session ended with reminder note that all the responsible agencies/organizations must comply as per Water Act 2011 and its Regulation 2014 regarding any water related activities and issues hereafter.
