Eleventh Dzongkhag Tshogdu of Samdrup Jongkhar Dzongkhag


Samdrup Jongkhar Dzongkhag conducted the eleventh Dzongkhag Tshogdu on Thursday 6th August 2015. Initially the meeting was scheduled for two days however on account of limited agendas the deliberations ended in one day. While the session did not see much pressing issues which called for urgent solution yet, as always the house deliberated on the following agendas which were submitted by eleven Gewogs.

  1. Proposal on requirement of making rules for DT members and observers who disregards certain etiquettes that all must abide by while attending the Dzongkhag Tshogdu.
  2. Endorsement of annual work plan of Dzongkhag and Gewogs for 2015 -2016
  3. Progress report for 2014-2015 by Dzongkhag Planning Officer
  4. Annual Performance Agreement
  5. Prioritization of five year plans
  6. Up gradation of Orong Higher Secondary School to College
  7. Electricity problem in Phuntshothang Gewog
  8. Gewog centre road from Samrang to Langchen Gewog

The first hour of the DT session saw a long deliberation on the proposal submitted by the Chairperson of the Discipline committee (Samrang Gup) requesting the house to come up with certain rules to impose fines and penalties for those who fail to follow the etiquettes while attending Dzongkhag Tshogdu. This, according to the Chairperson of discipline committee said that while this proposal was already submitted in the past DT session however, the proposal could not materialize as there was time constraint.

The current session had deliberations raising concerns on some members and observers not taking serious in following certain etiquettes and decorum that are necessary while attending Dzongkhag Tshogdu. The discussion on this prolonged for almost two hours. Some members proposed that, henceforth anyone who fails to abide by the conditions should be made to pay a five of five hundred Ngultrum as penalty. While some proposed that, writing a letter to their concerned headquarters would be much more effective, others proposed that, financial punishment and writing letter would not work as affectively as it seems. The other proposal that came into focus was that, any member who breaks the rule should be made to prostrate for one hundred times before the altar inside the DT hall. Thus, the members unanimously agreed to go by this decision and the housed accordingly endorsed the decision to be implemented from here onwards.

The Dzongkhag Planning Officer and Budget Officer presented Dzongkhag and Gewog annual work plan for 2015 -2016 to the members and endorsed accordingly for further submission. After this the Planning Officer made presentation on progress report for 2014-2015. With this he also brought issues on making prioritization of five year plans to the members present there. Meanwhile he also made a point on, “Annual Performance Agreement.” He said that, Regional and Corporation Heads are equally responsible for achieving the progress, as all development activities they carry out would be reflected in the Dzongkhag progress report. Hence it’s important for both Regional and Corporation to work for achieving the objectives of Annual Performance agreement.

Speaking on the points submitted by Orong Gup on upgrading Orong Higher Secondary School to College, he said that, the Gewog has not yet received any response on this issue since this issue was already resolved to be taken action in the 8th DT session. The Gup questioned the house whether anything has been carried out to see things materializing.

To this the Chairperson, said that, the concerned MP of the constituency has been given the minutes of the 8th DT session, however he said there wasn’t any response from the Minister. Once again the Chairman informed the house that, a reminder on this would be sent to the concerned MP and resolved to do as decided by the members.

The session ended on the note of thanks giving speech by the Chairperson and subsequently with prayer session as usual.
