1. Strategic Livestock 10th Plan, Samdrup Jongkhar.
Livestock is an integral part of the agriculture system in Bhutan. More than 69% of the population of the country lives in rural areas of which more than 90% rear livestock of one kind or the other. In high altitude region, it is the mainstay of the rural livelihood; while in lower altitude the farming system is mixed and population depends on arable and livestock farming.
Livestock products are part of the main diet of Bhutanese and demand for products is increasing day by day.
It is an important economic activity as it contributes to 7.3% of GDP and about 22% of the rural household income. It has therefore great potential for contributing to pro-poor rural enterprise development.
2. Current Situation-Livestock, Samdrup Jongkhar
Although, Samdrup Jongkhar has huge potential for livestock development considering the geo-physical factor & climatic conditions, the livestock development was hampered till 2003. All the rural livestock actives are made to ruin. Past efforts to promote fishery, poultry and piggery farms have not been successful due to religious beliefs. Nevertheless, of recent times the livestock development has started to take place. All economic activities on dairy, poultry, piggery, fishery, sheep & goat farming are taking its roots and beginning to grow. The Dzongkhag has total livestock population of 34971 (inclusive of all species). The Dzongkhag has improved pasture land of 2103 acres, largest in the country making dairy development promising. The Dzongkhag presently has two dairy groups; they are Deothang Milk marketing Group & Orong Butter & Cheese marketing group. The dairy sector is spread all over the Dzongkhag where piggery is confined to few geogs. Further goat & fish farming is typical at low laying areas of Langchenphu, Sambarng, Pemathang, Phuntshothang geogs.
The total outlay for the 10th FYP is Nu. 23.800 million. This budget is inclusive for following activities only such as; renovation of old centres, 2 new RNR EC constructions, feed & fodder development, breed improvement & institutional development. Therefore, there is no budget ceiling for economic activities that are targeted towards the poverty alleviation program under the livestock sector.
3. Vision, Mission & Objectives:
3.1 Vision
To contribute to poverty alleviation by delivering appropriate and promote services for sustainable livestock development and to ensure safety and satisfaction of consumers of livestock products.
3.2 Mission
To contribute to food security and income generation, through enhancing production and marketing of livestock products for the economic wellbeing of the farmers in the Dzongkhag.
3.3 Sector Objectives
3.3.1 Long term objectives Create enabling environment for farmers/ entrepreneurs to invest in livestock activities Enhance income generation capacity of rural communities Enhance livestock production and productivity Achieve greater self-sufficiency in livestock products Improve the nutritional status of people
3.3.2 Immediate objectives To develop appropriate interventions for enhancement for development of feed and fodder resources
To expand the fodder resources base by integrating fodder, exploring rangeland and leasing in government reserve forest land
To implement effective disease prevention and control programs To supply superior quality inputs to the farmers Reduce the population of unproductive cattle in the district To provide interventions to increase production To organize farmers groups, market and marketing networks

5. Program Strategies Pursue dairy production, pig production, poultry production, sheep & goat production, fish production, equine production activities in an organized manner Establish farmers groups for production, processing, marketing and management of livestock production trade through public participation & Ownership promotion. Human resource development ( farmers & staff capacity) Pursue of One Geog Three Products (OGTP) strategy Make animal feed readily available for farmers by establishing feed agency in the dzongkhag Pursue strong M&E in the Dzongkhag and geog.
6 Program & Activities in the 10th FYP
6.1 Infrastructure development Program Develop required RNR infrastructure by 2013 for efficient delivery of Extension services for the public.
Activities 1. Construct 2 new RNREC at Lhanagchenphu & Phunstshothanggogs
2. Maintenance of 2 RNREC Orong , Martsala & DVH staff quarter
3. Construct mini milk processing unit at Orong
4. Livestock sale counter at S/Jongkhar/Shekpashing/ Moron
6.2 Dairy Production & marketing Program 60% of the public within Dzongkhag took dairy enterprise for enhancement of farmers’ income by 2013.
Activities 1. 85% of farmers trained on dairy feed & feeding, management, production, etc. & organize study tour for other dzongkhags
2. develop additional pasture land by leasing in government reserve forest land to limited land holding & land less
3. Establish mini Milk Processing Units at 3 potential geogs
4. Support in supply of dairy equipment & explore other subsidiary
5. Encourage breed improvement by natural service or establish more mobile AI centre
6. organize farmers group for dairy product processing & marketing
6.3 Poultry Production & Marketing Program 25% of the public within Dzongkhag took poultry enterprise for enhancement of farmers’ income by 2013.
Activities 1. Farmers trained on poultry feed & feeding, DoC management, production, marketing. & organize study tour for other dzongkhags
2. Explore subsidiary support in poultry shed construction, feed ,inputs & transport for poor farmers
3. develop at least 65 poultry enterprises
4. organize farmers group
6.4 Piggery Production & Marketing program 15% of the public within Dzongkhag took piggery enterprise for enhancement of farmers’ income by 2013.
Activities 1. Farmers trained on piggery feed & feeding, piglet management, pork production, marketing. & organize study tour for other dzongkhags
2. Explore subsidiary support in piggery shed construction, feed ,inputs & transport for poor farmers
3. develop at least 45 improved piggery farms
4. organize farmers group for pork production & marketing
6.5 Fishery production & Marketing program Encourage more public within Dzongkhag to take up fishery enterprise for enhancement of farmers’ income by 2013.
Activities 1. Farmers trained on fish feed & feeding, pond construction& management, fish production, marketing. & organize study tour for other dzongkhags
2 Explore subsidiary support in pond construction, & fingerlings transport for poor farmers
3 develop fishery village at OGTP geog
4 organize fishery farmers group at Pemathng, Phuntshothang & langchenphu geogs
6.6 Sheep & Goat production & marketing Encourage rural farmers in goat & sheep rearing for meat production for cash income generation by 2013.
Activities 1. Encourage farmers to take commercial goat farming for chevon production by training & awareness
2. Explore subsidiary support in goat farming
3. Supply meat type goat to farmers for breeding purpose
4. organize farmers group in chevon production & marketing
7.Monitoring & Evaluation System.
The 10th Plan is guided by strong M&E system and it is expected that all the planned program & activities will be implemented. It is further expected that the Poverty Reduction Goal of the 10th FYP is achieved at expected level in the Dzongkhag.
The sector staff co-ordination workshop will be conducted half yearly to review the progress in the field & find out problem/constraint while implementing activities and to solve it.
The Dzongkhag Livestock Officer (DLO) will monitor the activities in the field as per the AWP&B, where the Dzongkhag Planning Officer as focal person will guide and supervise the sector. The Dzongkhag Tshogdu (DT) is the highest institution in the Dzongkhag for the M&E of all the planned program & activities.
